Implemented as the plan’s DECIDED design — queue + one confirm click, not silent auto-run. fleet_rollout_pending is set when installed() != last_built_esphome; pending_fleet_rollout() lists the seats that would flash; start_fleet_rollout() enqueues one OTA per in-service seat through the existing worker (serialised, hub last) and stamps last_built_esphome so the prompt fires once per bump. SettingsPage shows ‘Toolchain changed — N device(s) can be reflashed [Reflash fleet]’.
