/setup/state stuck at phase ‘usb_flash’ with debt ‘not_flashed:control’ on a fully-online fleet

FIX 2026-09-06 (code landed, unverified on live): kit_commission.get_setup_state() now runs _reconcile_flash_debt() — for every ‘not_flashed:‘ debt item, if fleet_firmware_status() shows that seat online AND running == expected firmware, the item is dropped and the pruned list persisted. So a device flashed outside the wizard (or a resumed setup) no longer leaves a live fleet looking half-commissioned.
